- news · 2023-02-20 — Connecticut Attorney General William Tong's office announced on Feb 20, 2023 that he had sent a letter to Sun Communities management opening an inquiry into longstanding property management concerns at Beechwood. The office said it had received numerous complaints from Beechwood residents over the prior year about sustained, escalating rent hikes despite deteriorating conditions since Sun acquired the park in 2019. This is an inquiry, not a finding of wrongdoing. Original source
Themes: governance, rent, maintenance - other · 2023-02-20 — The AG's inquiry letter itself (Feb 20, 2023, from Associate AG Sandra Arenas to Sun Regional Vice President Kathy Ecke): the office states it is conducting an inquiry into Sun's business practices, notes the Department of Consumer Protection was already in communication with Sun about Beechwood residents, and recites park-owner duties under Conn. Gen. Stat. Sec. 21-82(a), including maintaining water and sewer lines in good working order and keeping common areas clean and safe. Per the AG's release, the letter lists ten properties where residents complained of septic-related problems and asks Sun for records of all complaints about those properties and of septic tank maintenance. Themes: governance, utilities, maintenance - other · 2023-02-21 — AG Tong's written testimony to the Housing Committee (Feb 21, 2023) supporting HB 6589, a rent-stabilization bill for mobile manufactured home parks (he discussed extending a 2.5 percent cap to lot rent), and SB 988, which would give residents a chance to match a sale price and buy their park. Tong states he visited Beechwood in November 2022 and met several dozen residents; that the problems began in 2019 after Sun's acquisition, with increased lot rent and decreased responsiveness; and that residents alleged Sun had not kept up regular septic tank maintenance, causing sewage backups into sinks, toilets and bathtubs, with some elderly and disabled residents paying out of pocket for plumbers. He also cites a disabled resident told management had no budget to remove a beehive at her porch, and stairs lacking rails that maintenance agreed were dangerous but management had not fixed. He notes Sun owns several other Connecticut properties, including in Southington, Westbrook, Storrs, Uncasville, Old Mystic and Danbury. Allegations as reported by the AG; the inquiry is not a finding. Original source

Themes: governance, rent - other · 2023-02-21 — Written Housing Committee testimony from Beechwood resident Susan Origlia, who says she moved into the park in April 2021, after Sun's acquisition. Writing as a retiree on a fixed income, she describes monthly bills becoming barely manageable and asks legislators to establish a fair rent increase cap of no more than 3 percent annually, applying to all residents whether they arrived before or after the Sun Communities takeover. Themes: rent, governance - news · 2022-09-16 — U.S. Senator Richard Blumenthal's office reported he had previously visited the Beechwood Community in Killingworth, another Sun Communities property, and that in August 2022 he joined 16 congressional colleagues in a bicameral letter to the Federal Housing Finance Agency director asking the agency to use its lending leverage to protect manufactured-home community tenants. Themes: governance, rent - other · 2022-05-11 — Town of Killingworth Public Health Agency meeting minutes (May 11, 2022): a Beechwood resident complained the park's water smelled like sulfur and another reported white sediment; officials noted Connecticut Water Company tests the water at Beechwood. The board also discussed the number of septic failures at the park and whether changing the septic pump-out schedule from every three years to every five years had affected failures, and noted the town sanitarian (CRAHD) had done a walk-through of the issue. Themes: utilities, maintenance - other · 2025-03-21 — Legislative follow-through (statewide; does not name Beechwood): the Connecticut General Law Committee's joint favorable report on HB 5428, An Act Concerning Mobile Manufactured Home Parks (vote Mar 21, 2025), says sponsor Rep. Rebecca Martinez proposed the bill after dozens of conversations with manufactured-home park constituents on low, fixed incomes who reported rents rapidly becoming unaffordable, needed infrastructure investments delayed or not made, and extra fees tacked onto rent; the bill would limit rent increases and ancillary fees and strengthen health and safety enforcement. It is the successor rent-cap effort to the 2023 HB 6589 fight that grew out of the Beechwood complaints. Original source
