The owner alleged yearly fees averaging about $6,500 and about $14,000 on the beachfront, resale unit values falling from a $50,000-$60,000 average about five years earlier to $25,000-$35,000, so many units for sale that it is a buyer's market 'if you can find a buyer,' and complaints that 'fall on deaf ears'; they were able to sell only because of a premium lot.
